Do all TBC dungeons have quests?

Yes. Every TBC dungeon has at least one associated quest, although some have far more than others and many are tied to quest chains that start outside the dungeon.

Where do you pick up TBC dungeon quests?

Most dungeon quests are picked up in nearby quest hubs or in Shattrath City. Some quests start inside the dungeon, and a few begin as random drops from trash mobs.

Are dungeon quests worth doing at level 70?

Absolutely. Many dungeon quests reward strong pre-raid items, gold, and reputation. They also help with progression and attunements depending on the dungeon.
